Eligibility Requirements for Training

Eligibility for the majority of ATESTT programs is determined by your work history.  You must have worked in covered employment for which the employer has contributed to ATESTT a specific number of hours within the past 24 months.

Not all Teamster contracts pay into ATESTT.

 

This eligibility requirement may not apply to programs funded by sources other than employer contributions. All determinations of eligibility are made by ATESTT staff. It is your responsibility to provide your work history for determination of eligibility. Your work history may be obtain from the Dispatch office.  All questions regarding your eligibility for training will be submitted directly to ATESTT.

Those members who are considered eligible are those who:

  1. have worked in employment for which the employer has contributed to ATESTT (covered employment) for 400 hours or more within any five-month period within the previous 24 months. Periods when a person was on a temporary, total, or partial disability shall not be counted in the calculation of the 24-month period;​

  2. are currently employed in covered employment or have a firm offer of covered employment conditioned upon completion of training

  3. sponsored by ATESTT; or

  4. have been accepted into an apprenticeship program sponsored by ATESTT; or

  5. have at least 80 hours or more of covered

  6. employment, but less than 400 hours of covered employment, within the previous 60 months (limited-service employees).

    • Limited-service employees may be conditionally permitted to participate in short courses of less than three weeks in length. The training Director will determine the optimum number of participants in a short course. After all, individuals who are paying or otherwise eligible have been permitted to register for the course, limited-service employees may participate in the class up to the optimum number of participants, provided there is no adverse economic impact on ATESTT.

  7. notwithstanding the above, any hours of covered employment of an Employee for an Employer whose Employees covered by a Written Agreement or Collective Bargaining Agreement voluntarily terminate contributions to or participation in the ATESTT, will not be considered in determining eligibility for training.

 

Selection for training will be determined by the date that the application is submitted and by fulfilling the eligibility requirements set forth in our brochure. 

Course Scheduling & Cancellation Policies

Course Scheduling & Cancellation

Training is scheduled based on the need of the  participants/employers and upon recertification needs. Courses scheduled may be cancelled due to non-participation or at the discretion of ATESTT.

ATESTT occasionally holds joint training with other organizations including CEE. Enrollment in those cases are based upon percentage or a fixed number allotment for each class.
Tardiness and Absences: ATESTT, as well as the transportation and construction industry as a whole, operates on a precise time table. Unexcused, consistent tardiness or absences will result in dismissal.

Student Responsibilities

Book and additional fees may be required for courses offered by the ATESTT. Students who apply for courses where fees apply, will be notified upon acceptance in the class the amount due to ATESTT for that particular class.

All of ATESTT’s policies and guidelines including Admissions, Eligibility, Cancellations, Training, and Program courses are outlined in the ATESTT Student Guide.  This guide may be obtained at ATESTT’s Anchorage Administrative office.  It is the student or potential students responsibility to review this guide prior to and upon admission into any of ATESTT’s training courses.

ATESTT Scholarship Program

ATESTT provides for the selection of at least one person in each class who meets the eligibility requirements for a scholarship into the 6-Week Basic Driver training programs offered by CEE.

Apprenticeship Programs

ATESTT sponsors the Registered Apprenticeship Programs approved by the U.S. Department of Labor, Office of Apprenticeship.

 

Applications for these programs are based on announced openings. All information, eligibility, pre-requisites, etc are on the Apprenticeship page of this website.

  • Construction Truck Driver (4,000 Hr)

  • Freight Transport Truck Driver (4,,000 Hr)

  • Surveyor Assistant (4,000 Hr)

  • Logistic Technician, Material Coordinator (4,000 Hr)

Center for Employment Education

Those persons who are not eligible under the ATESTT requirements are eligible to attend courses through the Center for Employment
Education (CEE), a wholly owned subsidiary of ATESTT. CEE was created to provide training to members or family members who are ineligible under ATESTT.

 

CEE is a non-profit, tuition-based school that offers commercial driver instruction, hazardous materials, and other industry-related safety training to the general public.  CEE is authorized by the  State of Alaska Commission on Post Secondary Education (ACPE), licensed by the Department of Public Safety, Division of Motor Vehicles, Department of Transportation, Department of Energy, and the International Air Transportation Association.

 

All ELDT courses and the 6-Week Basic Driver Training - CDL A program meet the Federal Motor Carrier Safety Regulations for new entry-level drivers getting their commercial driver's license.
